According to AKC American Kennel Club the male has to be at least 7 months. I called them personally and recently this year.

typically, when the testes drop, a male can be fertile. my rule is, 4 month male or older should be kept away from bitches in heat in case of a possible accident-even though may not be fertile till much older. if intentionally breeding, please wait till closer to one year of age or older.

He is not old enough. He needs to be 8 months old according to AKC to even get papers on the puppies. And sometimes a male is not even ready to breed until he is about 12-15 months old and they get mature enough. If they are very small/tiny studs.
